Stage 3 procedures

The Stage 3 procedures closely mirror many of the Stage 2 procedures, especially in terms of the way amendments are moved and debated. The key differences are that Stage 3 is taken in the Chamber, and that all MSPs are entitled to vote. Another important procedural difference is that at Stage 3, after all of the amendments have been debated, there is as indicated above a final section of the proceedings known as the ‘Debate on motion to pass the Bill’. This is a short debate in which all of the parties’ spokespersons get an opportunity to reflect on the Bill, and a final chance to raise any residual, key issues. This would be a particularly useful opportunity to refer to issues that were Divided upon at Stage 2, and which remain unresolved as far as your organisation is concerned. In this context, by way of a reminder you are unable to lodge amendments at Stage 3 which have been previously voted upon at Stage 2. You could, however, still raise the issues they relate to during the ‘Debate on motion to pass the Bill’ at the end of Stage 3. After Stage 3, the Bill is reviewed by the Law Officers and then after a four week period receives Royal Assent and becomes an Act of the Scottish Parliament.
